WMC submitted comments highlighting concerns with RR-060, a DNR guidance document that pertains to the management and disposal of certain contaminated soils. In the submission, WMC noted that the guidance imposes substantial fees of $350 – $1,050 without undergoing required rulemaking, and also requires certain agency pre-approvals for moving soil that are inconsistent with current law.
